I am asking if there is some who knows a book/books/a good background on the Romans/or inclusive the new testament/?

The answer will depend on what you want to learn about Romans. The letter is huge, with many facets. No single commentary covers all of it.

Hi;
During my ongoing study of Romans, I ran across Martin Luther's Preface to Romans. I don't believe it is available in Logos, but can be found for free, by just googling it. In my opinion, Anyone studying Romans should take time to read it.

If you are looking for history and cultural information, and not specifically a commentary on the book of Romans, I would suggest doing a search on "Hellenization" and Roman life or culture. This will give you articles within your resources that will cover quite a bit of background. Also any NT background books that you might already have.

If you mean cultural backgrounds I like the IVP Bible Background dictionaries available in the IVP Essential Reference Collection. I also like the Zondervan Illustrated Bible Background Commentary: New Testament .
If you are looking for an introduction to the book, look at the Romans articles in your Bible dictionaries.
You also might have Guthrie's New Testament Introduction which has a chapter on Romans.

I think that might be John Wesley's opinion, too. "In the evening I went very unwillingly to a society in Aldersgate-Street, where one was reading Luther’s preface to the Epistle to the Romans. Just as Luther's Preface to Romans is strategically important as a critical reformation piece, you should also be aware of Karl Barth's piece on Roman's as well. For me, it takes the entire notion of Salvation and Christology to new levels ...
