ok.. where is the setting that says download resource updates on wifi only?
my phone has to be reinstalled and resources (1GB) downloaded on mobile data even though wifi was present and connected.. major oops as I pay $30 per 500mb
Bigger oops as it did it without my consent or even a warning..
Never Deprive Anyone of Hope.. It Might Be ALL They Have
Major issue for anyone operating on both cellular-data and WIFI. One really has to manage the programmers, since I don't think they've caught up yet. My virus software is completely unaware that users pay by the gig; automatic is not survivable, so everyone (including Logos) has to be shut off from the internet.

You make a compelling case for more control over downloads.

It seems like a simple switch for WIFI only would literally solve all of the above, not just #4. No?

yes absolutlely
Re-installing the app on the same device will automatically queue up the downloaded resources that were previously installed for that user/device/app. However it should respect your type of network connection and only automatically download resources to your device when you have a wifi connection.
I'll write up a case and make sure the next release does not automatically download resources triggered by the mobile download management feature unless a wifi connection is available.
Downloading/updating resources over non WiFi connections should always require the consent of the user either by their initiating the action or confirming it can proceed.

Why? Would prefer dialog "New install detected - Download Previous Resources?" with opt out

Thats what surprised me when I got a "exceeded transfer allowance" text message
My phone is rooted and I installed avast! which has a firewall. You can select whether or not to allow a program to access wifi or data. It also has a network meter which will tell you how much wifi and 3g and Edge data is flowing through. I don't have a data plan so it's very simple for me - all apps are blocked from using anything but wifi. If you can, you might want to look into this and block Logos from using anything but wifi.

thanks, but should not need 3rd party solutions to fix this.. even if they are free, was first software I reinstalled, so was not aware of what it was doing, need cellular to update notes n stuff on road.
