Am I able to buy individual resources, like a few bible translations and study notes and be able to use the software with just those resources? Or am I required to buy a base package before I can do anything?

Welcome to the forums, kyle.

The software (Logos 4) is free. There are a few free resources that you can obtain to run Logos with. That link is here: http://wiki.logos.com/Free_Logos_Books

You will miss much of the functionality of Logos without a base package. Original language study through reverse interlinears, timelines, the Passage Guide and Word Study  Guide, Biblical People, Places, and Things, all require databases or resources outside the free engine. The least expensive way to get a number of L4 tools and resources is through the minimal crossgrade. That costs $69.00. http://www.logos.com/minimalcrossgrade lists what you will get.

Base packages provide more bang for the buck, but you don't have to start with one.

As Mark said, you do not need to buy a base package.  There are also a couple of databases that come with a base package, but you can live without them.  I recommend that you purchase what you are going to use.
