I'm going to be uninstalling L3. Is there any chance of Logos' Server going down and if it does, can we still access L4?
L4 works offline just fine if that's what you mean.

Nope.
L4 "requires" a connection on first install to download your licenses and perhaps any resources you're missing.
After that it only needs internet for syncing, loading some home page features, and checking for program/resource updates.
Beyond that it's all self contained.

Logos 4 works offline (if it cannot connect to the internet on login, it will ask to 'work offline'). The internet is necessary for synchronization (which itself is not necessary) and for installation. If you want to stay offline, you can go into Tools-->Program Settings-->Use Internet [No].
