Can anyone tell me what these fine lines and 'Highlights' indicate?

Essentially it is an aggregation of all the reference points users highlight. Note that it doesn't care how you highlight. Once a breakover threshold has been reached and it becomes statistically significant, it becomes a popular passage.
You can see that fourteen other people in this instance have highlighted that passage.
These are community highlights. Logos collects anonymous user data, including what is highlighted. This works the same way the Kindle highlighting works. You should be able to toggle these on and off through the Visual Filters menu (three colored circles). It's called "Popular highlights." If you right-click on the item, you can disable in all resources if you want. Note that the option only appears for resources that highlights available for that resource.
EDIT: I believe you have to close/reopen Logos for any changes to take effect.

That is not necessary. Changes in tis setting take place instantly. Just tried it in 131 Christians Everyone Should Know, a resource known to have Community Highlights. Toggled it on and then off—Worked every time.

I was going by an old post that said this was necessary. I've never used these and turned them off the first day they were available.
Jack ... are you referring to seeing the underlines for THAT resource, or ALL resources. I turned mine off for ALL resources, and now can't find a resource that might allow me to turn them back on (or maybe as Richard mentions, I need to restart Logos?).

I've just tried this - disabling the highlights for all resources.
I then opened "131 Christians everyone should know" and the VF option was there. Do you have that resource?

I didn't need to restart anything.

Users who have the desktop application open when we add the first popular highlights for any given resource may have to reopen the application in order to see those highlights—but only if they've already opened that resource during the current session.

Jack ... I'm probably out of luck (don't have that resource). Presumably you kind of have to watch the little olympic symbol to see if it changes color.

If so, could this decision be reexamined?

I had disabled the feature. When I checked the "Popular Highlights" box in Visual Filters, the highlights appeared instantly without a restart. This has worked with two different resources.
DMB, do you have the Pillar commentary on John? Popular Highlights also exist for that resource. Other than those two, I have not had enough interest to investigate. I have no problem with Logos compiling and making this information available, but it really does not interest me—very much.

If you have turned off the visual filter in all resources, the app may make a request—once per app session—to determine if a resource has popular highlights (so that we know whether to show the option to turn them back on), but it won't retrieve any of the highlights themselves.
