Yes, in fact I've not had L4 do this (L3 does). For me L4 opens a resource to a new tab (though possible over top of the previous resource I was looking at).
Can you give a step-by-step on what you're doing to produce this result?
Maybe I am doing it wrong. If there is a hyperlink within the text I give it a left click and then it opens over the current text not in a new tab. Is there another way of opening them?

What I see when I left-click on a hyperlink to another resource is that the resource opens in a new tab, either in the same column, or in a different column.
Please tell me exactly which resource is giving you this behavior, and exactly what you are clicking on that does this. Maybe there's something going on here that is specific to what you're doing that I'm not.
I will load it up later and have a look. Just a thought though if the link is to info within the same resource should that open in a new tab? Or is it just an external link?

No. In that case it will open in the same tab. However, if you CTRL-Left-click, it will open a second copy of the same resource to the target.
External links should always open a new tab. If that's not how it works for you, please give a specific resource and location in that resource so we can test it.
