The Eerdmans Dictionary of the Bible is a new work. This comment from its preface speaks for itself:

Although the initial intent was merely to revise and update the 1987 edition of the Eerdmans Bible Dictionary, the publishers were encouraged by pre-eminent biblical scholar David Noel Freedman to build upon the expertise gained in producing that volume and to develop in essence an entirely new reference work that would represent the vast strides made in biblical scholarship in recent decades.

Comparing the them side by side shows that most of the entries were rewritten.  Also, EDB (the newer one) includes the authors' names and bibliographies at the end of major entries, which the older EBD does not.

Eerdmans Dictionary of the Bible is arguably the best one volume dictionary available now. I do not hesitate to recommend it to anyone. Previous one was ok in my mind but I think IVP's New Bible Dictionary was better.
