Who is right Logos or Windows 10?

Today is 19th of Cheshvan, 5777

Microsoft has the right Jewish number (19) for the today's date.

I suspect the confusion is because the 30th of Tishrei was November 1st, which is why Microsoft chose to label November as Tishrei.

If you hover over the Logos interactive, you'll see that it has dates for the holidays, as well as a rotating line that will show the day of the year.

The 2016 dates that Logos gives for the holidays are correct, but the inner ring (our months) appears to be off. So both calendars have a slight issue.
