Bug: 7.3 RC1: Can't drag some links

In the resource Jesus through Middle Eastern Eyes, I can't drag links at the chapter headings.

To reproduce:

Open the resource Jesus through Middle Eastern Eyes, and go to the beginning of a chapter (e.g. chapter 1).
Click on the reference to Luke 2:1-20, and attempt to drag it to a new panel.
