Already own these in WS- I do not double purchase resources- so can't help you but to say they should get these but a lot of FL users already own these in another platform they are late to the party.

No. But to keep with your picture, the guys at the publisher (or maybe even one level up from the publisher) are used to working with tattooed bouncers at the doors, and they won't let Logos in. Seems someone in an expensive suit thought that selling stuff through a high quality bible software might take away business from the bible software they own themselves. These days, the kingdom is sold, not given.

Easy: when a publisher refuses to contract for Logos versions.

We don't know the reasons, but some publishers go that route for some or all of their titles, among them Abingdon and B&H. The latter may be thinking they protect their competing bible software in Lifeway group.  

For sure, this is a book that deserves being a full-fledged Logos edition with all links working (and for the asking price it better be). That said:

I personally am glad to have any title as an eBook in Logos rather than not at all. Actually I prefer this book in eBook format to others from this series I own in another software which I typically don't care to open at all.

I have most of this series from another resource, which did not have the volume on Hebrews so decided to purchase it from Logos in the ebook format. Not a good idea; it is terrible so I returned it. The hyperlinks are missing and the text runs together without having the proper breaks between paragraphs; it is not formatted well at all (not to mention that it was more expensive than the ones I purchased from A company). The ones that I have from the other source are very nice. There are links to BDAG, commentaries, Greek grammars, and dictionary articles.
