Highlighting Palette Help

Forgive me if this is a stupid question but here it goes. When I initially study a passage my Default Layout consists of my preferred Bible, a Note File named after the passage under Study, and a Highlight Tool. I would like to create a new palette called "Observation" with the following labels: Who, What, When, Why,
Where, and How.

The Note File would ask these same questions. As I read the passage under study for the first few times I'd like for instance to be able to highlight and select for instance, where it focuses on "Who" and label according to "Who" from my "Observation" Pallet. I would then enter my comments, thoughts and observations in my Note File. I would leave the labels in the passage under study as long as I am still in the Observation phase and only then erase the labels in the passage. Until then it would serve as a constant reminder of "Who, What, When, Why, Where, and How."

This is probably clear as mud but this is similar to what I currently do with pen and paper. Any help would be greatly appreciate.
