Visual Filter can be created using Milestone search for verse so that verse is highlighted the same in all Bibles: e.g. {Milestone <Php4.4-9>}
This works just as you said--thanks. But (and this may be asking for too much) I use a blue underline for my basic marking. If the verse is very important to me or my circumstances, I also add a yellow highlighter. In setting up the visual filter, I tried setting up the blue underline for a verse and on the next line, for the same verse, I set up the yellow highlighter. All that the other Bibles pick up is the last line, the yellow highlighter.
Using Logos 7.11 RC 1, replicated Bug of the same Bible Milestone having the last style applied instead of combining styles. For example, screen shot shows {Milestone <Php4.4>} in visual filter on two lines with two styles. The last style (ALL CAPS) appears in Bibles while missing Green highlighter:

Edit: Work around for one Bible Milestone having blue underline and yellow highlighter is creating/using a style that has both. The "Emphasis Markup" palette provided by Faithlife has "Color Box" that has yellow highlighting with a box:
