How to tell if Libraries Packages are installed?
I have owned Logos6 + Gold libs previously and I have upgrade to Base Logos7 a couple years ago. 2 days ago, I upgrade to Gold for Logos7.
How do I tell if I have all the Gold libs installed ?
When I clicked on About, it does not really tell me about the libs.

When resources are newly downloaded, you should have a "resources updated" notification in your upper right-hand side of the Logos Window. Everytime something updates (resource or program) this is where you will see the notification. When you first download your new library this will probably have a significant amount of "resources updated."
Other than that, you can cross-check if any resources from the L7 Gold Library is installed in your Library (Maybe AYBD or Mobile Ed CM328?) by looking at the Logos website Gold page.
I am curious if there are any collection rules or a community tagging of the Logos Libraries? If there are, then you could create a collection of that Library and cross check.

If you open and float your library window you can sort it on 'last updated'.
If you go to the day that you downloaded the Gold Library you should see the bulk of the resources delivered that day.
If you find discrepancies you would need to search for them individually as they may have been part of a previous download or have been updated since.
I don't think that I have read of anybody being short changed on their library apart from some of those items which were (and still are) promised for a future date.
Personally I don't think that it is worth the time and effort checking.

Yes, but that only works with an old install from that original day... and provided that ALL of the resources hadn't been updated since. To be honest, there isn't a really good way. Of course, sequential purchases which depend upon previous ones (dynamic pricing) help you to know that it is recognized.

I noticed yesterday, it still knew my first package 14 years ago.

I just keep a rough check on the Library count. Prior to purchase, the Library page may say I will receive 418 resources , so I use that to get my expected new count. But if you already had some of the resources with a temporary license, the expected count could be way off.
Then you might worry about receiving all the datasets, which are listed in Help >> About...!
So it is best to use the command update resources, as FL have to be scrupulous about their licensing, and it will download any missing resources and datasets.
