Is the only way to get "Lemma in Passage" to function is to subscribe to some online feature of Logos?What is that service currently called?

It appears to be available as a stand-alone resource Lemma in Passage
It should also be available at some level of Faithlife Connect or a Base Package, but I could not find it in either place.
According to the feature comparison chart, Lemma in Passage is subscription-only (which means Faithlife Connect Essentials, the replacement for Logos Now).
We don't know what changes will happen for Logos 8, but you might want to wait a few months to see if Lemma in Passage remains subscription-only. (For example, the web app and the Bible Browser tool originally started out as subscription-only, but later became available to non-subscribers).
