Windows Scaling Issue

I'm running Windows 10 (1903), and Logos 8.9.0.0023, on a Dell XPS 15 9570 4K notebook with a 4K external monitor.  I have the 15" screen windows-scaled at 250% and the external monitor aat 150% (recommended).  What I now notice is that pop-up windows for Bible references and footnotes (only when hovering) are always scaled at the 250% (i.e., they are very large on external monitor).  If they are "clicked", they look fine.  I'm not sure which version(s) started showing this behavior, but had to be fairly recently.
