ACKNOWLEDGED BUG: Headings included in preceding section

In Paul, John, II. Pastores Gregis. Vatican City: Libreria Editrice Vaticana, 2003. (as well as many other resources), references, searches etc. as all misleading. You have your choice:

  1. Exclude the heading and get the correct reference but lose the orienting function of the heading.
  2. Include the heading and get a reference that includes the preceding section as well as the current section ... so one reads an entire section before starting the actual intended section.

I believe that I should be able to reference the section as intended by the author.

We'll evaluate our standards for how milestones are placed in scenarios like this. Currently we haven't taken the effort to adjust the opening milestones.
