This is a great feature. I just tested by adding Logos 8 Fundamentals along with Logos 9 Starter and it doesn't appear to be working. Is it supposed to work with this example?

No, since Fundamentals is not eligible for dynamic pricing. You'd be charged the full price for that product regardless of what you might already own (or what overlaps with it).

I added Logos 8 Fundamentals and Logos 9 Starter to the cart (when signed out) and Logos 9 Starter was dynamically priced as expected. However, if you happened to already own everything in Logos 9 Starter that is included in Logos 8 Fundamentals then this new feature would not have any effect.

Yep, if you're not a customer, you don't own anything from either product. The cart will dynamically price Logos 9 Starter correctly. But people using this feature are more likely to be existing customers (who are signed in).
While overlap pricing does work, you'd still be charged twice (rather than three times) for anything you already owned that is included in Fundamentals.
It also mentions on the Logos 8 Fundamentals product page, "you may qualify for special pricing." For Fundamentals, calling Sales is probably the safer option.

That’s unrelated to in-cart product overlap dynamic pricing. (If you had two bundles in your cart, you wouldn’t be charged twice for any unowned resources which were in both bundles.)
In your case, pre-orders don’t show dynamic pricing before they go live in the store (but when it ships, you’d only pay for what you don’t own).

Until recently there haven't been many PrePubs/PreOrders where dynamic pricing was possible, and it hasn't always been enabled on the PDPs, but I bought such a much-anticipated-by-me PrePub a relatively long time ago, and my Dynamic Pricing definitely showed, so I haven't forgotten that it should always show.

Phil, I had a problem with it that I neglected to report while it was still in beta, sorry. I attempted to get dynamic pricing on the rest of the Lectio Continua Commentary series (5 vols.) after putting the free book of the month (Galatians volume) into my cart, but it didn't work. When I added the series, it removed the free one from my cart because of the overlap, and the price showed up as the full $88.99 for the series, which did not take account of the free volume.
So I removed the series from my cart and went back and put the free volume in my cart, and continued through checkout. Then once I owned the Galatians volume, I went back and purchased the remainder of the series, and it gave me the dynamic price of $74.97, as hoped for.
I should have been able to do this in one transaction, instead of feeling like I was "tricking the system".

Thanks, useful feature. It doesn't work exactly how I expected, though. When I added a single book to a collection, the book didn't show up at all. When I added a collection to the book, the collection displaced the book. If I eventually decided to remove the collection, the book would no longer be in the cart.

I think, if I understand you correctly, that what you are discussing here is not what this new capability is seeking to address

Do you mean that you added a bundle that contained a collection of books to the cart and then subsequently added a single resource that was included in that bundle?
If so, the cart would not add the individual resource as it was already included in the collection

Similarly, with the collection including the book it makes sense to remove the book from the cart as a separate purchase as it will be covered in the collection.
Both of these measures have been in place for some time and prevent paying twice for resources when they are included in bundles you have in your cart.
What this new feature is designed to address is the different case of adding two bundles to the cart with overlapping contents.

Yes, this is because the cart doesn't operate on a "historical" basis but simply what is in it at the moment.

The existing behavior to prevent double payment makes sense, but what the system is doing could be made clearer.
