No. Any user can buy any resource.

My answer? No. You can run both applications on the same computer and some users do so... but not because they "need" to due as I understand your question. If you run both applications at the same time, you will have to download duplicates of your data files (but not necessarily your resources).
The link DAL gave you is good and hopefully answers some more of your questions. Note, however, that I dont believe you can still use the "set verbum" command... I'll see if I can find an answer to that.
For clarification about downloading resources twice... What I meant is that you can have a full (or partial) installation for either one of the apps... but any resource which you would want downloaded for both apps would necessarily be downloaded twice. The apps dont share resources or data files on a single computer.

Personally have Logos 9 (big purchased library with all features enabled) and Verbum 8 (small demonstration library with few features enabled) open at the same time. Right Click on a Bible word is quicker in Verbum 8 (less stuff for context menu population) than Logos 9. For a number of forum discussions, demonstration account (order total of $ 0.00) has been quite helpful
Faithlife resource file format is the same for Logos & Verbum (so can use "scan" command to copy resource files followed by indexing).

You can - I just did in Logos 9.1 stable and it will work after a restart (for Windows, this is still Logos running, but the application now shows the Verbum icon and has a homily builder tool.)

The only reason I wanted to get Verbum as well was that I thought there would be resources that L9 didn't get. It seems that to have both really doesn't make a difference.
