Something I don't understand about Factbook tags and Bibles without reverse interlinears

The NIrV does not have an interlinear so doesn't have detailed tagging.
But it does have Factbook tags for people (and places etc) - that allow a Factbook entry to be opened from its context menu
But the Factbook Visual Filter doesn't work for this resource
Is it that there is "basic" tagging applied so the people (etc) entries are populated but not enough for the filter to work?
I started wondering about this when responding to a query in the mobile forum about Factbook cards not appearing in this resource (https://community.logos.com/forums/p/210490/1236490.aspx#1236490)
I might be missing something obvious but I realised I don't fully understand the mechanism here.

The portion of the Factbook Visual Filter you are talking about operates off the Biblical referent database, which (as you mentioned) requires an interlinear to leverage.
The entry you are seeing in the context menu is not the result of explicit tagging, but a "back door" mechanism for attempting to find a plausible text match for a person reference.
