Repair the installation by going to Control Panel | Programs and Features, select Logos 4 and click on Repair at the top. Restart the computer and then try L4.
If the problem continues report what the Window's error log is showing after an attempt to start --> http://wiki.logos.com/Windows_Troubleshooting#Windows_Vista_or_Windows_7

Noticed older stable version 4.22.5.1109 (Logos 4.2b SR-1), wonder about manually upgrading application to current stable Logos 4.3 SR-3 (4.30.0.1592) that includes Personal Book Tool ?
