Problem reading books while Table of Contents pane is open

I'm having trouble reading through text of a regular ("monograph") book while keeping the optional, left-hand side Table of Contents open. It seems like a bug to me, but I'd like either confirmation that this is the case, or an explanation of what I am doing wrong.
The good: If I open any book and begin to read it, and advance the text by pressing either the space bar or Page Down key, all goes well.
The bad: Once I open the Table of Contents pane (by pressing the >> icon on the top left of the text window), all falls to pieces. I am no longer able to read through the book smoothly by pressing the space bar, PgDn key, or even the down arrow key.
For example, with the TOC open, after 1, 2, 3, or sometimes 4 space bar presses, I find the text jumping backwards to some major text division (chapter or subject heading). Something is triggering the TOC to move me somewhere else where I don't want to be.
If the Table of Contents pane is CLOSED once again, then I can navigate again within the text pane correctly. Seems like I should be able to read normally with the Table of Contents pane open -- it's nice to have that visible!

I'm using 4.0 SR-7 on an Windows XP SP3 laptop.

I've replicated this.
It seems to me that when the main text gets to a TOC change point - chapter, section etc. - the active panel flips over to the TOC and the next PgDn, arrow or Space Bar moves within the TOC.

Thanks, Chris. I don't see the value in this. Still seems like a bug to me and not a designed "feature."

I get this too, whenever the section in the TOC changes the focus shifts from the text pane to the TOC.
I never noticed it before, since I don't like to have the TOC open when I'm reading.
Seems like a bug to me too.
