Yikes, that's a long time!
Really, it can vary widely depending on both your hardware and your internet connection. Depending on what sections you have selected for the homepage some of the information needs to be retrieved online, so that can slow it down.
Personally, I've turned off the homepage so it doesn't start when I load Logos, I get to my study faster, and if I want the homepage it's just a click away.
I almost always start from a blank page. While L4 tends to load fairly quickly after the first time (10-15 seconds), I find it frustratingly slow if it hasn't been used for a while, well over a minute to get to the signup, as long as 30 seconds to sign in, and quite frequently it then goes to "Preparing Your Library..." although that rarely lasts more that 20-30 seconds, so it can often take almost 2 minutes for me.
Do you open Logos up into the Home Page? One thing I've noticed is that if I haven't opened the home page in a while it takes a long time (up to 20 seconds) to load, because it has to open a bunch of resources to grab excerpts from all of them to display. I keep the Home Page display turned off for that reason.
Also you say you have to go through signup each time? Do you men the sign in screen where you log in with your email address and password? I've only had to sign in once ever, when I first installed. I never get asked for my userid and password when I run Logos now. Perhaps someone who understands the internals of this better than I do could explain why you're having to and I'm not.
I'm not sure why it has to do "Preparing Your Library" each time either, unless you've bought new resources in the interim since the last time you exited Logos, or it exited prematurely and never finished indexing before. Once everything has been indexed, it should be pretty quick to start up.
It just finished indexing after adding a new resource. I opened the program, probably an hour later, 64 seconds to open (no homepage, just a blank setup), another 5-6 seconds to sign in (I don't have to go through the process of entering any information) and then it "Preparing Your Library...." for another 10 seconds or so.
I decided not to load the homepage at startup and thanks God, it is now around 30 seconds.

I just shut down L4 and restarted it again a few minutes later - 14 seconds. I imagine this is a memory thing since it seems to happen after a prolonged period of time doing other things. (XP and 2mb memory)
My situation is probably unlike most users. I run L4 in a VirtualBox virtual machine under Ubuntu linux running an instance of XPsp3. I've allocated about 3.5 gB of memory to the L4 vm. so I start and restart the vm rather than leaving it up all the time. What I have noticed is that L4 loads very slowly after an instantiation of the VM (equivalent to a reboot) - sometimes exceeding 2 minutes to load my last layout. Then the first loading of the home page may take another two or so minutes - BUT, subsequent start-ups in the same vm instantiation take much less time. I have a similar experience with the home page loadup.
The other thing I have noticed with my situation is that L4 seems to strain in keeping track of how to display windows and panes as I change the vm from a windowed version to a full screen version (the screen geography changes). I think that it has crashed a couple of times because of this especially when I have multiple L4 windows open.
