Why No Wordpress.com RefTagger?

You would think with the new upgrade to RefTagger some of us would be able to use it on our Wordpress.com blog, but sadly that's not the case.  Is there any strong reason why RefTagger doesn't work with Wordpress.com?

    WordPress.com allows only a few approved plugins. We've tried to get approved, but they weren't interested because their wasn't sufficient demand for it compared to other plugins. Since WordPress.com doesn't allow you to insert JavaScript, you'll have to move to the self-hosted version of WordPress (i.e., WordPress.org) if you want to use Reftagger.

    Thanks for your response! Unfortunately, I don't have a "real website" to host Wordpress.org.  I only have a wordpress.com blog with a domain to make it look like a website.  I guess we'll have to wait until they decide it's important enough to add a plug in to it.
