The Outline pane (TOC) is resizeable and there is no horizontal scroll bar by design. The notes themselves shouldn't need a horizontal scroll bar as the content should adjust to the panel width.

It would be nice if when hovering over a truncated title in the TOC that a tool-tip would pop-up with the whole name of the note rather than having to resize the TOC window every time you need to see the rest of the titles.

This issue should be fixed in 4.6a Beta 5 for beta users, and in general when 4.6a ships to the stable channel.
