When notes are in split view, there is no scroll-bar for the notes themselves.
I can reproduce this issue and will report it to Development.

The Outline pane (TOC) is resizeable and there is no horizontal scroll bar by design. The notes themselves shouldn't need a horizontal scroll bar as the content should adjust to the panel width.

It would be nice if when hovering over a truncated title in the TOC that a tool-tip would pop-up with the whole name of the note rather than having to resize the TOC window every time you need to see the rest of the titles.

I can make that suggestion.
This issue should be fixed in 4.6a Beta 5 for beta users, and in general when 4.6a ships to the stable channel.
