I've noticed this problem since day 1, but never posted anything about it. I
thought it would have been fixed by now, if it's even possible to arrange it.
Often (not always), when I highlight or bold a Hebrew text, the letters will
become displaced and there will be an O shaped circle that appears on the right
side of the word(s).

What version are you running? I was not able to reproduce this problem in the same resource and highlighting that same word you did, in 4.0b Beta 12, so perhaps it was fixed by a bug fix in one of the beta releases.
Interestingly, my word wrapping looks different from yours, no matter how much I stretch or shrink the pane width.
Anyone else able to reproduce this in B12? It might be a font issue or something else configuration specific, so the fact that I can't reproduce it doesn't prove anything.

How do I check my version in L4? It was easy to find in L3, but not in L4.
I attached other screenshots.

Ah, I was able to reproduce the problem now! This is without doing any highlighting.
And this was with highlighting:
It looks like those dotted circles represent the "nothing" character that is the vowel, and somehow the spacing is messed up so that the vowel isn't appearing under the character it's supposed to appear under but adjacent to it, and thus has no character above it (represented by the dotted circle).
My second example is even worse than yours because I managed to get the dagesh to float out from inside the beth to stand alone as well.
This is a bug and I'll report it in the PC Beta Forum where it is more likely to get noticed by someone from Logos. I'll also log it over on the wiki bug page.

I tried to update but it tells me there are no updates available.

Not so fast. 4.0b is still in beta testing, so unless you're willing to venture into more buggy territory, hold off. It should be shipping fairly soon. If you want to be a beta tester, you can, but read the caveats here and the instructions for downloading it: http://community.logos.com/forums/t/8883.aspx
Anyway, this problem won't go away for you if you upgrade to 4.0b beta, as I've found I can reproduce the bug here.

That's because you have a shipped version. You can never get the beta through updating from a shipped version, to ensure that people don't accidentally stumble upon it without knowing what they're doing. You have to intentionally set update channel to beta if you want to get the beta. But read the post I linked to above about the cautions of using the beta version.

No never mind, I certainly don't want to be a beta tester.
Thanks for the help and for the log/report you will place! [:)]

This is a known issue and links to both threads have been added to the case. Thanks.
