I asked the same question in August 2014 here - https://community.logos.com/forums/p/87737/615748.aspx and in this thread Bradley Grainger (Faithlife) recommended "Bug Shooting" which I think may still be available at no charge for personal use. Since that time I have been using it and find it excellent. Actually I just received another free update from them this morning.
Note that, in the same thread, there are also other recommendations.
Skitch from Evernote works pretty good. If you want really simple.

If you are a Windows user, the Microsoft Snipping Tool works well: Its free, it has both multicolored pens and highlighters, and has the virtue of being a part of the operating system; so you won't have to download or add another application.
From the start button type "snip" in (depending on your version of Windows) the command box or the "Ask me anything" box, then select the snipping tool to open it and try it out. If you like it, you can drag it to your toolbar for easy access in the future.
I use snagit.
Sadly it looks like Skitch support for PC may be be ending.
I use OmniGraffle. It works on my iPad and Mac
Jing is also super simple, free, and very popular.
