I did the right click ... I was actually testing to see when the note got propagated. When it didn't appear, I thought it was because the visual filter was not turned on. Then I found I couldn't turn it on. The Note file existed before the session started.
Currently, if you right-click in the verse, without first dragging to select text, then choose Reference and add note, the note will be added to the same reference in other Bibles.
If you first drag to select text, then right-click in selection, choose Reference, and add note, it is treated as a Selection and highlights the selected text, and does not add the note to reference in other Bibles. It appears that this behavior will change in the next beta.
You misunderstood the problem. The problem was that I didn't have the option of turning the visual filter on for the note file I was updating. I was adding notes without problems on one resource. But I was not given the option to turn that note file visual filter on in a second resource.
The Note visual filter won't be available for that resource if the note has not been added to it.
I understand. Then my problem was actually that when I added a note that should have appeared it did not do so instantly. That is understandable.
