Peter Nickels, Targum and New Testament, a Bibliography, PBI 1967, has the Type: Bible Commentary, but the only indexing is "Page"; it is not Bible-indexed.
I don't have that resource, so I can't check, but there's not necessarily anything wrong...
If the resource is commentary on the Bible text, but treats a portion like a chapter or pericope at a time (rather than each verse), you'll have this type of resource.
This is a borderline case that falls in between monograph and commentary. Internally, we've been of two minds as well.
Ultimately, I think it's more useful as a commentary. I've made a tweak to the resource file that will also it to show up in the passage guide.
