Proclaim has stopped working - Windows is checking for a solution to this problem

On two Windows 7 machines we did the update today and now get the message that "Proclaim has stopped working" at the point that it is "Updating Licenses". I have tried Running as Administrator and uninstalling/rebooting/reinstalling to no avail.

Log files are attached from one of the machines
