Can I edit the start and stop time of a video in Proclaim?

I do not think so Jim. If you want to shorten a video from say 30 seconds to start playing at 10 seconds and finish at 25 seconds, it is better to make the edit in an external video software, save it and then import into proclaim. Windows Movie maker is pretty easy to use.
