BUG: Quickstart Layouts twisty is not sticky (WiN 7.0 SR-1_7.0.0.0074)

The Quickstart Layouts twisty is not sticky - when I collapse all of the layout sections, exit Logos, then after the sync has completed open Logos, the Quickstart Layouts section is expanded while the Homepage Layouts and Saved Layouts sections are still collapsed (like they were when I closed Logos).

    I can duplicate this and agree that if collapsed it should stay that way.
