I don’t understand how "Lexham Latin-English Interlinear Vulgate Bible" can be under development when they who have bought Logos 7 Full Feature Set already have it.

It is common for it to take some time for unpublished items in packages to become available for purchase as independent items. It will show up as under development until it is released as an independent item.

Kennet, the Bellingham bank is somewhat small, and the lines for commercial deposits can be long. So, as a courtesy, during major releases, Logos tries to limit its customer payments, especially from prepub customers (resources still in actual development are generally not a problem).
They do this every major release, I guess believing the prepub people are just hobby-oriented and don't actually need the books. In the past, I patiently waited on their flawed business acumen, though Logosians generally see the practice as really good. True.
