On Windows, CTRL+drag almost always means copy, rather than move. Proclaim does this when re-arranging slides. However, this combination doesn't work when rearranging images in the Slideshow.
In fact, drag/drop is very basic in this area. You can't select multiple images using SHIFT or CTRL. Nor does Proclaim autoscroll when you try and drag up or down the list. You have to release, scroll, then click again.
