The cited by seems to handle a verse range within a chapter ok:

But doesn't like a reference that crosses the chapter boundary

    This is a bug that was discovered in Beta 1 (that was inadvertently omitted from the Release Notes). Cited By currently performs an "exact" search for the range you specified, instead of finding any overlapping verse ranges. This will be fixed in an upcoming beta, but you can work around it for now by clicking the "Search" button to the right of the input box, which will launch Basic Search and find intersecting ranges.
