Thematic Outlines
I was wondering what source is used the display the Thematic Outlines in the Sermon Starter Guide? Can these Outlines be accessed outside of the Sermon Starter Guide?

If you look into your library pane, there is a thematic outlines dataset documentation resource. The information you seek is there.

Dictionary of Bible Themes is the source for the Thematic Outlines dataset, which allows outlines to be accessed by Bible passage and 'Theme'.
