BUG: Scroll bar Gone?

As reported in THIS THREAD, there is no longer a scroll bar (at least for me, iPhone running 6.0.3). If someone wants to quickly scroll to a new location, there is no means to do so! Is this a bug or design choice? If the later, why?

I imagine it kind of interferes with the flow with the bottom nav bar. I don't like it's absence either. I'm hoping for an improved tool to quickly browse a book.

Not in scrolling view! Not when the nav bar has been dismissed!
