My guess is that it relates to the three included datasets - and datasets don’t show separately in your Library.
So this assumes you either have a Logos Now subscription or have purchased the Extended Feature Set.

If you own the datasets, as Graham said, they won't appear in your library. However, are you aware of the symbols on the product page to reflect what is "new to you"? See "stars" in screenshot. I don't own the two resources "starred." My price is identical to yours.
Now, I'm confused.
It shows as $104 for me too. But it also says that it is part of LogosNow which I own. If I look at my Library I see all the books listed.
Normally Logos grays out books you own and won't let you add them to your cart. Is this not grayed out because I have them through a subscription so they will go away if I cancel? I haven't noticed this behavior before but it is a good thing.
I own none of the resources, nor Logos Now, and I still get the ownership discount.
I am a Logos Now Member, receive Academic Discount, have the Full Feature Set (not the Extended) and own none of the resources... and have to pay full price.
Correct. You don't have a permanent license for anything that you rent (unless you also happened to purchase it). Since the store knows that you don't permanently own them (but temporarily rent them), it gives you the option to buy them.

You may own books in the collection, but likely rent the datasets (which don't show up in your library because they're features, rather than readable material).

Now to the original question. I think that the original incarnation of these datasets were available under the title Lexham High Definition New Testament. But then, they weren't datasets, but hard-coded into a resource. At some later point they were broken out as discrete datasets that could be used with any reverse interlinear Bible as a visual filter, and I have a vague idea that people with the original product are eligible to get the new dataset for free, or at a discount.
Which is all to say that I think the reason this product says "Ownership Discount", rather than the usual "Discount for Products You Own" (i.e. dynamic pricing), is because they're giving credit to those who owning a different licence (the HDNT).
Of course, I could be completely wrong about all of this. I couldn't find any blogs/posts to back up my rather hazy memory.

It’s all based on what one owns already (Dynamic Sale Price), but I mention it because its always worth my time to investigate what packages a resource is included in.
In my situation, if I was interested in the Data Sets (which I am, just not right now) The Lexham Discourse Bible (8 vols.) $217.99 (which includes the Data Sets) is part of the Extended Feature Set $114.68 which is part of the Logos 7 Essential Upgrade – Large $125.09.
I missed the Black Friday sale on the Essential Library or I would own it right now [;)] Logos, if you want to make a few year-end bucks please put the Essential Libraries on sale again [:D]

The datasets can be seen by opening any appropriately tagged Bible, and choosing "Discourse Features (Greek)" from the Visual Filter menu. There's also a search syntax. Best thing is to read the documentation: https://ref.ly/logosres/cidbdoclexdiscgknt, which you'll find very helpful.
Strange. It doesn't come up at all when I pull up the ESV or Lexham Hebrew Bible. Maybe I don't have it?
Just to ensure we are talking about the same thing - do you mean you don't see the items outlined in red below?
