How is the "Free Book of the Month" chosen?

This month's free book of the month from Verbum is An Introduction to the Devout Life St. Francis de Sales.  I admit it is a great book and everyone should have it....and that is the point.  Everyone already has it.  Looking at all the libraries from the Starter to the Portfolio, An Introduction to the Devout Life comes with the packages.  Why offer it again?  How is the free book of the month chosen?

Many "Free Book of the Month" selections (including Logos Now and Verbum Now) are in various libraries, which reduces dynamic price of library upgrade for those who do not already have Free Book selection.

Personally not know how Faithlife selects Free Book. Thankful for some months having "Free Book of the Month" for Logos and/or Verbum that is not in my library (along with second/third item on sale).
