Why is NICOT not finished?

How is it a commentary series that began 40 years ago, has already seen some volumes rewritten, still not have every book covered? I am not being critical, merely wondering. Anyone have insight?

Assigned authors keep buying time and then never complete their work or die before they can. The book must be reassigned. The editors cannot find a competent author who is willing to undertake the task. They keep waiting, but no one gets their attention or is interested.
Yes, 40 years is a long time for these things to go on, but if they are right now on their third attempt to complete a volume, or have finally engaged an author for that difficult volume, that might explain the long delay.
