Trying to find a commentary...

I am trying to track down a commentary by a Dominican cardinal from around 1200. The only bit of info I am working on is from the general preface of Adam Clarke's first volume of his commentary, where he refers to this person as: "Hugo de Sancto CLARA, or Hugh de St. CLER..." (pg. 7)

Does anyone know who this was, and if his commentary is available (even if not in Verbum/Logos)?

I was hoping that I could find a scanned pdf of his work on somewhere like archive.org, but there doesn't appear to be anything at the minute.
