How do I manually publish a presentation as a bulletin if I do not have the auto-publish feature on?
And when I do have the auto-feature on, what determines WHEN it is published?

You will see a publish button in the top right corner whenever a draft of a bulletin or a brand new bulletin is created. A draft will automatically be created whenever you create a brand new presentation.
There are a few ways, one being the scheduled for is by default set to immediately. This means it will be published either when you go on air or if you manually select publish.
The other is if you change the "schedule for" to a specific date and time it will publish on that time frame. E.g Sunday at 6:45 AM
