upgrading to 8
Does anyone know....
1. Whether one can get a free upgrade to Verbum 8 from 7 if I purchased the portfolio setup March 2018? it looks like the version 8 is half the price, so maybe I can get it for free?
2. If it costs half the price, and I am still paying for the porfolio 7, is 8 that much more robust that it is worth the money?
I had emailed help, but have not heard anything for some weeks now, so maybe someone knows?

If you have the time, I think that calling Verbum/Logos sales at 888-875-9491 will get you the best possible deal. You can explain your situation and they might be able to offer you pricing or offers which are not available via the website. I think that buying Verbum 8 feature upgrade or Verbum 8 Bronze will likely be the least expensive option (~ $150 or so) available to you via the website, and one of these will be necessary to access the new software version/features at this time. In the past, Logos/Verbum has eventually made the new version free to everyone after a period of time, perhaps 6 months to a year. This free version has had a very limited feature set, as it didn't include the necessary library resources to bring the new features to life, so a library upgrade of some sort has been what I've done as the new versions have arrived.
The Verbum blog had a post about doing upgrades, addressing things like going from Platinum 7 --> Silver 8, and whether it was a "downgrade" or what. You may want to take a look for more info: https://blog.verbum.com/2018/11/4-myths-about-verbum-and-the-truth-about-upgrading/

Verbum 8 Portfolio is the same price as Verbum 7 Portfolio. Sounds like you might be seeing your Dynamic Price for the cost of Verbum 8 Portfolio.
As Brian mentions, Verbum 8 Basic, the free version of Verbum 8, won't be out for a couple of months and wouldn't have the features you would want to power a Portfolio library.
You could just get the Verbum 8 Full Feature Upgrade without getting a library and that would get you Verbum 8 software features and functionality without any new books. You could always get a library, like Portfolio, later, if you wanted.

Just to make something important explicit:
Verbum 8 Portfolio costs much less for you than Verbum 7 Portfolio did because Verbum 8 Portfolio includes a lot of stuff that you already bought in Verbum 7 Portfolio. When (if) you buy Verbum 8 Portfolio, you will only be paying for the new stuff--you won't have to pay again for the stuff you already paid for before.
The discounted price that you pay for a base package or other collection of stuff when you already own some of it is called your "dynamic price."

First, welcome to the forums. Glad you have chimed in with your questions.
Regarding question #1 - you only pay for a resource one time so - the price you see on any new library is for resources that are new to you. Also, usually during the initial roll-out of a new version there are some associated discounts.
Regarding question #2 - If you purchased Verbum 7 Portfolio previously, you own it. You're not paying for it again. When you are looking at Verbum 8 there is more to it. The basic Verbum software is free. However, there are new resources and "features" that are in addition to what you already own. You can click the "New to you" drop down to see what resources you would be adding to your current library. You can compare the different feature sets here: https://verbum.com/compare/featuresets
