What you are doing wrong is you are creating two different notes (in the sense of an entry in the notes tool). One is the one created from "applying highlighting" and the other is created from "adding a note". When there are two notes in the notes tool for a range of text, you are not guaranteed to get the one you want when you "open annotation". You might get the "note" and you might get the "highlight", which will affect which decoration options have been selected.
If you want to add a note to an existing highlight, I'd recommend using "open annotation". Then adding a note icon if desired (using the selector just to the left of the highlighting style), and add any notes that you want.
Likewise, if you want to add a highlight to an existing note, open the annotation and select the desired highlighting style.
In this way you will have a single entry in your collection of notes. This makes it so that you can reliably make any of the desired changes you want.
It may be easier to throw away the idea of thinking of entries in the notes tool as either a note or a highlight. Instead, they are all an entry connected with a place in your book (either a text selection or a verse) that can be decorated like a note (with a marker) or decorated like a highlight (or both or neither if desired). Any entry can contain notes that you take. Any entry can be marked up in any way you want. Any entry can be attached to any number of anchors (or even none).

My problem is that I Don't always make written notes when I highlight something.
I often highlight one week then go add notes the next.
Then I will often desire to change the color of the notes at a later date.
As I changed the color by deleting the old color and adding a new color, I realized that I was also deleting the NOTE link that was added to the verse.
I really do not want to "HAVE TO" make a NOTE just for the Color so that I can change it later. It seems that it would be a lot easier just to click on the color and change it. But, your saying that 'if I want to change the color I need to be able to identify the NOTE that it is in, Right?
I am kinda getting it. Little by little.
I do appreciate your help.

Assuming that when you say "NOTE" here, you mean an entry that shows up in the Notes tool, then there is no way around this. Any note or highlight you make is an entry in the Notes tool.
But, if you only have one entry at any given distinct location (overlaps are fine, such as if you want a different highlight on a single word within a sentence that has been highlighted), then it makes it much easier to make changes. If you want to add some text, just "Open annotation" and add the text. If you want to change the color, just "Open annotation" and change the color. If you want to add or remove highlighting, or add or remove a note marker, or attach your note text to other locations in your Bible (or other books), just "Open annotation" and make the desired changes. The key is to only have one entry in the Notes tool so that you can reliably use "Open annotation" and make the changes you want to that single entry.
Please don't be afraid to ask if you need more clarification.

GM. I am endeavoring to learn the new L8 notes system. When I opened a cmty, I saw a note that I had highlighted. It also had an icon attached that I had not attached. I highlighted the text, clicked control+shift+k & the icon was gone but the text was highlighted in a different color. I've tried multiple times to select the text & control+shift+k to get the highlight completely gone. It will not "erase." Thanks for your insight.

A new thread with a screenshot would be helpful. Is it possible that you have a search window open?

It may not be highlighted but may be colored due to a feature selected from a drop-down menu above in the toolbar. Check the 3 dots drop-down menu and uncheck some of the boxes. It is just an idea. Maybe I am wrong.
