Does Logos 8 Notes allow highlighting within the note? I haven't found a way and haven't heard anything about this as of yet. Thanks!

Select the text you want to Highlight
Click the Background Color Dropdown
Select desired color

Unfortunately the Highlighting tool (that contains the shortcuts your refer to) does not work with the notes tool.
