Sorry I didn't notice this earlier but I was able to purchase it on the day I posted it using Safari.

I am on Mac. I was using "safari," which is the default browser. It is the only browser I have ever used to make purchases. I did try Chrome, with no success. I also tried using my phone, but again, no luck. I am unable to make purchases. I tried a different book, but no luck either.

Well, I figured it out while talking with sales. It was on my end. I have been sick and forgot to pay my credit card (which is always paid off at the end of the month).
It would be helpful if FLEB said something like "credit declined" so that the user knows why the page is refreshing without the transaction going through!
