Bug?: Information tab is created empty

This started when I already  had an Info tab with several sections:

1. I dragged Information from the Tools menu so that it occupied half a Tile.
2. It opened blank, and the existing Info tab had been removed.
3. There was no way to Add sections!

It re-populated only when I clicked a word in a resource.

I believe this is working as expected. It needs data populated before it can be edited.

I guess I had been so used to seeing it populated in my layout that opening with no content seemed buggy.  A couple of the Lookup tools open with data, but they are set to Follow whereas my Info tool is set to Click.
