It is still at https://community.logos.com/forums/66.aspx but I don't see it in the menu structure either.

When they rearranged the forums, they made several sub-forums.
In the case of the files forum, you first go to the “Logos Desktop App” forum and then scroll all of the way to the bottom. It is listed there.
