Bug: Dragging select in PG Note

I attached a note to a section of the Passage Guide (the Apparatus) and then went to delete it. If I held down shift and used the arrow keys I could select text. If I Tried to select text in the note using the mouse, It understood the command as trying to move the Apparatus Section.
