I'm afraid the floating format bar isn't doing the trick.  I copied a part of a note file from 3.0 into 4.0 and found that some of the text was not in the proper font.  In some cases the format bar popped up and was usable, but in others it did not.  I also find an automatic appearance of the format bar as disturbing since it is sometimes simply in the way.  I would suggest that there be some method (keyboard shortcut such as <alt-shft-F> to bring it up when it is really wanted.
